Admission Quotas in Class XI — Who Gets Them and How Many

Most Class XI seats are open merit, decided on the SSC result and your preference order alone. A small share is reserved for particular categories of student.
Two misconceptions are common: that quota seats are plentiful, and that a quota removes the need to qualify. Neither is true, as the numbers below make clear.
How the seats divide
This is the split in the 2026-27 policy (24 August 2026). One thing changed from last session: the separate 1% ministry and 1% subordinate-office quotas became a single 2% education-ministry quota, which applies only at colleges in metropolitan areas.

Note that 93% of seats are open. For all the discussion quotas attract, their real share is small — and outside the metropolitan areas there is no ministry quota at all.
A quota does not replace the requirement
A quota is a separate competition, not an exemption. You still have to meet the college’s minimum GPA, and within the quota applicants are still ranked on merit.
Claiming a quota requires documentation, verified when you enrol at the college. If the paperwork does not hold up, the claim falls.
When quota seats go unfilled
If there are not enough eligible applicants for reserved seats, they are not left empty — the 2026-27 policy states plainly that unfilled quota seats return to merit. Quotas do not waste seats.
Mind the reverse, too: claiming a quota without the certificate can hold up your result. Applicants whose phase-1 result was blocked by a wrong quota claim this year were given a fresh chance in phase 2 — but only after losing a round.
